Anyone 18+ with ID may hire and drive a boat of up to 5 metres and 15 hp, in daylight, within roughly 2 nautical miles of the departure point. No test, no titulín. The port operators at Cala’n Bosch, Fornells and Cala Galdana built small licence-free fleets on exactly this rule.
What changes October 1, 2026
The exemption is being removed for rentals specifically — private and sporting use keeps the old allowance, but hired boats will require a nautical qualification, with a transitional period for operators and users to adapt. Practical translation for 2027 planning: licence-free HIRE disappears; skippered options continue unchanged, because the skipper is the licence.
